Can a learner driver drive alone in Ireland?

In the Republic of Ireland, learner drivers are legally prohibited from driving unaccompanied under any circumstances. Under the Clancy Amendment (named in memory of Geraldine and Louise Clancy), which came into force through the Road Traffic Act, a learner permit holder must be accompanied by an experienced sponsor driver.

The accompanying driver must hold a full, valid Category B driving licence for at least two continuous years. A full licence holder who passed their test less than two years ago (a novice driver with 'N' plates) does not legally qualify to accompany a learner.

Driving without an accompanying qualified driver is a serious motoring offence. Gardaí have statutory powers to seize and impound the vehicle immediately on the spot under Section 41 of the Road Traffic Act 1994. The driver faces a fixed charge fine of €160, two penalty points (or four upon court conviction), plus substantial towing and daily compound storage fees to retrieve the car. Furthermore, vehicle owners who permit an unaccompanied learner to drive their car also commit an offence and face fines up to €1,000.
